In the 'Osoitteet Kuntoon' Innovation Challenge Maanmittauslaitos (National Land Survey of Finland, NLS) is looking for solutions they could offer to support and motivate local authorities to check and correct the address data. This solution could be for example a tool, support service, a whole new operational process for corrections - or something totally different.
The challenge is open for teams including non-Finnish speaking members. However, as background materials and official procurement documents are mostly in Finnish, participation requires at least one team member to be fluent in Finnish.
All streets and roads in Finland are required to have names which make up addresses when combined with unique numbering. The addresses are then used for location and navigation services, registering buildings and apartments, and supervising construction work - just to name a few! While each municipality is responsible for planning and maintaining their own address system, address data is also stored nationally in The Finnish Population Information System (Väestötietojärjestelmä).
Unfortunately, there are errors in the municipal address databases. This means that there are buildings with inaccurate location data, indicating that they locate in a wrong municipality or in extreme cases even further. Silly fact - until it becomes a serious one when for example an ambulance should find its way onto the spot.
There are many reasons for this situation, ranging from municipal mergers to insufficient resourcing in several parts of the updating process. Also, as new sites get registered with correct information, the core of the problem regards only already existing buildings and the data related.
In Osoitteet Kuntoon Innovation Challenge Maanmittauslaitos (National Land Survey of Finland, NLS) is looking for solutions they could offer to support and motivate local authorities to check and correct the address data. Please note, that the Innovation Challenge is part of The Geospatial Platform project (Paikkatietoalusta). As the continuation of the Geospatial Platform project in 2020 depends on the upcoming government programme, Osoitteet Kuntoon innovation partnership might be terminated at the end of 2019 if the Platform project will not continue due to political decisions. This would mean that the actual procurement does not happen.
The Geospatial Platform (Paikkatietoalusta) offers various packaged digital services and collects spatial data from various providers to make them available to users. The aim of the platform is to harmonise and extensively improve e-services provided by the public administration, to improve data-based decision-making and increase transparency, as well as to save public administration costs, e.g. by enabling the efficient maintenance of data resources, removing overlapping activities and harmonising datasets.
The Geospatial Platform is being built within the Public administration's common spatial data platform project, which is a part of the government key project "Digitalisation of Public Services". The responsible party is the Ministry of Agriculture and Forestry. Participating in the preparation and implementation of the project are the Ministry of Finance, the Ministry of the Environment, the Finnish Environment Institute, the National Land Survey of Finland and numerous partners from the private and public sectors.
The Osoitteet Kuntoon Innovation Challenge is organised as Innovation Partnership Procurement according to the Act on Public contracts and concessions (1397/2016). Please check the official documents of the procurement to get the full information of the process and to apply (documents in Finnish).
